Picket Fences magazines unlocks build options for your settlements when you read them. Namely - Picket Fences, a few kinds of rugs and potted crops/plants which I think allow you to grow stuff in doors .
The best things you can get out of picket fences are statues, plants, and better lighting. To get better looking walls play around with the concrete foundation, stacking them is a learned skill but once you get the hang of it your building will look a little better.
